In other words, how long can it be to buy back stocks after short selling a stock? Can you short sell any high stock and wait for the next presidential election to buy back?

I am coming up on a year owning some stocks. I understand that selling a stock (and making profit on it) in under a year will be counted as income, but after a year it will be taxed less.
What is the exact date though, if I buy on, for example, March 13, 2009, can I sell on March 13, 2010? Or is it March 14, or something else? Thanks!
So I’m reading up on the different trade options on Scottrade, and I come across the option of selling short. And I think to myself: Great! I can make money on a down market. At the same time, I think there must be a catch. Is there one, apart from the possibility of losing more money that you actually have in your account?
